Appropriates $5,355,380.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes $1,164,447.00 in expenditures from special source funds collected for the Forest and Wildlife Research Center during the same fiscal year.

Designates $253,005.00 of the special source funds from the Education Enhancement Fund derived from specific statute sections.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries under this appropriation.

Requires the agency's fiscal year 2019 budget request to the Joint Legislative Budget Committee to match the format and detail level provided in the fiscal year 2018 budget request process.
