Appropriates $147,283,438.00 from the State General Fund and $40,658,341.00 from the Education Enhancement Fund for aid and support of public community and junior colleges for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Distributes funds based on full-time equivalency (FTE) enrollment with different weights for academic programs (1.0), technical programs (1.0), virtual community college (.50), career programs (1.0), and nursing/allied health programs (1.19).

Appropriates additional funds for life and health insurance ($23,556,000.00), Workforce Development Centers ($4,500,000.00), Education Technology Program ($7,099,160.00), Advanced Training Centers ($2,250,000.00), and Associate Degree Nursing and Allied Health Programs ($2,556,922.00).

Provides $3,000,000.00 for a pilot dropout recovery initiative, with $200,000.00 allocated to each of the 15 participating community and junior colleges.

Establishes performance measure targets for fiscal year 2018 including degree completion rates, student success metrics, licensing exam pass rates, and job placement percentages; requires agencies to report progress in fiscal year 2019 budget requests.
