SB2965 - Mississippi Department of Corrections Appropriation

• Appropriates $309,935,445 from the State General Fund and $24,922,859 from special funds to the Mississippi Department of Corrections for fiscal year 2018 (July 1, 2017 - June 30, 2018).

• Allocates funding across multiple departmental divisions including Central Office ($30.7 million), Private Prisons ($56.8 million), Medical Services ($65.5 million), Parchman facility ($44 million), and Community Corrections ($34.3 million), with authorized staffing positions specified for each.

• Requires the Commissioner of Corrections to submit an application to participate in the Criminal Alien Program of U.S. Immigration and Customs Enforcement by September 1, 2017, before funds can be expended.

• Establishes performance measures and targets for FY2018 including incarceration cost per inmate ($45.07), recidivism rates (32% within 3 years), educational program slots, and institutional security metrics.

• Grants the Commissioner authority to transfer funds between special fund treasury accounts and to transfer spending authority between budgets up to 25% in aggregate, with notification requirements to the Legislative Budget Office and Department of Finance and Administration.
