Appropriates $3,118,086 from the State General Fund and $26,245,873 from special source funds to the Mississippi Emergency Management Agency for fiscal year 2017-2018, authorizing 109 permanent full-time and 46 time-limited full-time positions.

Appropriates an additional $585,056 from the General Fund and $452,094,439 from special treasury funds for disaster assistance programs, including public assistance, individual and family grants, mitigation programs, and administrative expenses related to specified hurricanes and storms.

Establishes legislative intent that the agency maintain a minimum of nine Area Coordinators residing within 50 miles of their assigned districts and reduce out-of-state travel expenditures by 15% compared to fiscal year 2017.

Requires the agency to submit budget requests to the Joint Legislative Budget Committee in comparable format and detail, maintain performance metrics for emergency management preparedness, recovery, and mitigation efforts, and provide notifications of all state support funding for disasters requiring general funds.

Authorizes the Executive Director to transfer up to $500,000 between general and special fund treasury accounts with written justification submitted to the Legislative Budget Office and Department of Finance and Administration, effective July 1, 2017.
