Appropriates $5,263,499.00 from the State General Fund to the Mississippi Workers' Compensation Commission for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 57 permanent full-time positions for the Commission with restrictions on salary increases and personnel actions that would exceed the appropriated amount without new funds.

Requires the Commission to enter into a contract with the private industrial sector for safety education and training programs.

Establishes performance targets for fiscal year 2018 including case resolution timelines, self-insurance review percentages, and medical cost containment savings.

Appropriates an additional $200,000.00 from the Second Injury Fund (Fund 3352200000) for payments under Section 71-3-73, Mississippi Code of 1972.
