Appropriates $207,763,132 from the State General Fund and authorizes $383,962,828 in special source funds for the Mississippi Department of Mental Health for fiscal year 2018 (July 1, 2017 - June 30, 2018)

Allocates $18,951,886 from the Health Care Expendable Fund for specific purposes including Alzheimer's disease services ($379,417), Medicaid matching funds ($3,896,641), crisis centers ($636,374), and physician services at community mental health centers ($1,138,252)

Authorizes 7,362 permanent full-time positions and 646 time-limited full-time positions, with requirements that personal services costs not exceed fiscal year 2018 appropriations without legislative approval

Provides $16,100,000 to expand community-based services for Olmstead decision compliance, $28,500,000 for 2,515 Home and Community-Based Waiver slots, and up to $500,000 for Hope Village for Children Program

Requires counties to contribute funding equivalent to three-fourths mill tax proceeds to receive community mental health services funding, and authorizes contracts with Community Mental Health Centers to operate crisis intervention centers in seven locations including Grenada, Batesville, and Brookhaven
