Appropriates $175,030,856.00 to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 53 permanent full-time positions and requires the State Personnel Board to ensure Fiscal Year 2019 personal services costs do not exceed Fiscal Year 2018 appropriated levels without legislative approval of new programs or positions.

Allocates up to $500,000 from Mississippi Development Authority reimbursements for administrative and engineering services and authorizes $40 million for county road bridge replacement and $20 million for Local System Bridge Program (LSBP) bridge replacement.

Establishes performance measure targets including 175 total projects let to contract, 95% of state aid funds allocated to counties, 2% reduction in structurally deficient bridges, and 1% increase in total paved miles.

Requires notification to state legislators five days prior to project announcements in their districts and mandates signage crediting the Mississippi State Legislature, including the legislative term during which the project was funded.
