Appropriates $95,976.00 to the Mississippi State Board of Chiropractic Examiners for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017, and submit future budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service, or when making purchases without competitive bids.

Mandates compliance with Mississippi Code Section 27-104-25 prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held liable for violations.

Takes effect July 1, 2017.
