Appropriates $913,846.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 9 permanent full-time positions for the board with funds appropriated under this act.

Allocates up to $27,000.00 from the appropriated funds to the Mississippi Board of Pharmacy to support the Mississippi Prescription Monitoring Program.

Requires the agency to ensure fiscal year 2019 "Personal Services" appropriations do not exceed fiscal year 2018 levels unless new programs or positions are added by the legislature.

Takes effect July 1, 2017.
