Appropriates $283,261.00 in special funds to the State Board of Funeral Services for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 2 permanent full-time positions for the board.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2017, with budget requests for fiscal year 2019 submitted in comparable format.

Mandates that Mississippi Industries for the Blind be given preference in competitive bidding when bids are equal in price, quality, and service.

Prohibits Personal Services appropriations for fiscal year 2019 from exceeding fiscal year 2018 levels unless new programs or positions are added by the legislature.
