Appropriates $182,420.00 from the State Board of Massage Therapy Fund to cover expenses of the Mississippi State Board of Massage Therapy for fiscal year 2018 (July 1, 2017 – June 30, 2018).

Requires the Board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2017, and to submit fiscal year 2019 budget requests in comparable format to the fiscal year 2018 process.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more competitive bids are received with equal price, quality, and service, as well as for non-competitive purchases.

Establishes that the State Treasurer shall disburse funds upon warrants issued by the State Fiscal Officer based on requisitions from proper agency officials.

Takes effect July 1, 2017.
