Appropriates $146,170.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2018 (July 1, 2017 – June 30, 2018).

Authorizes one permanent full-time position to be funded from the appropriated amounts.

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017, with budget requests for fiscal year 2019 submitted in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when making purchases without competitive bidding.

Effective July 1, 2017.
