Appropriates $195,150.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2017 and submit fiscal year 2019 budget requests in comparable format.

Prohibits use of general funds to replace federal funds or other special funds withdrawn from salary authorizations under this act.

Directs the Board to give preference to Mississippi Industries for the Blind when receiving multiple equal bids or making purchases without competitive bids.

Effective July 1, 2017.
