Appropriates $354,359.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 2 permanent full-time positions for the board.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2017, with budget requests for fiscal year 2019 submitted in comparable format and detail.

Mandates preference be given to Mississippi Industries for the Blind when multiple equal bids are received or when purchases are made without competitive bidding.

Establishes that personal services funding for fiscal year 2019 cannot exceed fiscal year 2018 levels unless new programs or positions are added by the legislature, with the State Personnel Board responsible for enforcing spending constraints.
