Appropriates $137,009.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 1 permanent full-time position for the Board.

Restricts personal services funding for fiscal year 2019 to not exceed fiscal year 2018 levels unless new programs or positions are added by the Legislature.

Requires the State Personnel Board to determine and publish the projected annual cost to fully fund all appropriated positions and restricts individual personnel actions from exceeding this cost without additional appropriations.

Takes effect July 1, 2017.
