Appropriates $356,966.00 from the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 3 permanent full-time positions for the Commission.

Requires the State Personnel Board to ensure fiscal year 2019 personal services funding does not exceed fiscal year 2018 levels unless new programs or positions are added by the Legislature.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries.

Mandates compliance with state procurement law, including preference for Mississippi Industries for the Blind in competitive bidding situations.
