Appropriates $3,948,334.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 16 permanent full-time positions for the board with no part-time or time-limited positions.

Allocates up to $2,300,000.00 of the appropriated funds for enforcement activities, private collection services for unpaid fines, and associated administrative costs under Mississippi Code Section 31-3-21.

Requires the State Personnel Board to ensure Fiscal Year 2019 personnel service costs do not exceed Fiscal Year 2018 levels unless new programs or positions are added by the Legislature.

Provides preference to Mississippi Industries for the Blind when the agency purchases commodities or equipment with equal bids, and requires compliance with state fiscal limitations and oversight.
