Appropriates $1,118,641 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2018 (July 1, 2017 - June 30, 2018)

Authorizes an additional $717,651 in special source funds for the Board's expenses during the same fiscal year

Authorizes 22 permanent full-time positions and 6 time-limited full-time positions for the agency

Requires the agency to ensure Personal Services funding for FY 2019 does not exceed FY 2018 levels unless the Legislature adds new programs or positions

Mandates preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service for commodity or equipment purchases
