Appropriates $5,693,872.00 in special funds to the Mississippi Fair Commission for fiscal year 2018 (July 1, 2017 - June 30, 2018) to cover expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 16 permanent full-time positions and 42 part-time positions for the agency.

Requires that Fiscal Year 2019 "Personal Services" appropriations cannot exceed Fiscal Year 2018 levels unless new programs or positions are added by the Legislature.

Grants the Mississippi Fair Commission authority to enter into multiyear contracts for advertising and signage on commission property, with all proceeds deposited into special funds for marketing and youth livestock show support.

Requires all contracts for operations, maintenance, services, commodities, and catering be made in accordance with Mississippi Code Sections 31-7-11, 31-7-13, 31-7-55, and 31-7-57, and gives preference to Mississippi Industries for the Blind when bids are equal.
