Appropriates $10,324,781.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 85 permanent full-time positions and 0 part-time or time-limited positions for the department.

Restricts personal services funding for fiscal year 2019 to not exceed fiscal year 2018 levels unless new programs or positions are added by the legislature.

Requires the department to maintain accounting and personnel records in the same format as fiscal year 2017 and submit future budget requests in comparable detail and format.

Takes effect July 1, 2017, and requires expenditures to comply with state law limiting agency obligations to appropriated amounts.
