Appropriates $42,843,132.00 from the State General Fund to the Department of Finance and Administration for fiscal year 2018 (July 1, 2017 through June 30, 2018).

Appropriates an additional $6,054,553.00 from the State Treasury and $6,522,500.00 from the Tort Claims Trust Fund for department operations and Tort Claims Board administration.

Authorizes 455 full-time permanent positions, 3 part-time permanent positions, and 1 full-time time-limited position for the Department of Finance and Administration; authorizes 8 full-time permanent positions for the Tort Claims Board.

Appropriates $1,507,435.00 to the Mississippi Home Corporation for housing assistance targeting individuals with disabilities or serious mental illnesses meeting specified criteria, including those being discharged from state institutions or experiencing homelessness.

Authorizes contingent escalation of $146,531.00 and 8 additional full-time positions to the Department of Finance and Administration for Public Procurement Review Board administration, effective January 1, 2018, pending passage of House Bill 1109.
