Appropriates $2,151,022.00 from the State General Fund for expenses of the Governor's office, staff, and Governor's Mansion for fiscal year 2017-2018.

Appropriates an additional $599,022.00 from the State Treasury to the credit of the Governor's office for fiscal year 2017-2018.

Authorizes 38 permanent full-time positions, 1 permanent part-time position, 7 time-limited full-time positions, and 0 time-limited part-time positions within the Executive Department.

Directs the agency to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2017, with budget requests for Fiscal Year 2019 submitted in comparable format.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment if multiple bids are equal in price, quality, and service.
