Appropriates $33,766,118.00 from the State General Fund to the Mississippi Department of Information Technology Services for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 147 permanent full-time positions for the Department of Information Technology Services with restrictions on salary escalations and personnel actions that would exceed the annualized fiscal year 2018 appropriation level.

Appropriates an additional $7,817,950.00 from the State General Fund to the Wireless Communication Commission for fiscal year 2018 and authorizes 10 permanent full-time positions for the commission.

Prohibits WCC funds from being used for payments to state legislators, state officials, WCC members, or anyone who was a WCC member within the previous year.

Requires the Department of Information Technology Services to maintain accounting and personnel records in the same format and detail as fiscal year 2017, with comparable budget request submissions to the Joint Legislative Budget Committee.
