Appropriates $4,254,261.00 from the State General Fund to the State Personnel Board for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes 59 full-time permanent positions and 1 part-time permanent position for the State Personnel Board.

Requires the State Personnel Board to ensure fiscal year 2019 personal services funds do not exceed fiscal year 2018 levels unless new programs or positions are added by the Legislature.

Contingent on passage of House Bill 1109, authorizes transfer of $146,531.00 and 8 full-time positions to the Department of Finance and Administration effective January 1, 2018 for the Personal Service Contract Review Board.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2017 and to submit future budget requests in comparable format and detail.
