Appropriates $4,760,442.00 to the State Treasurer's Office for fiscal year 2018 (July 1, 2017 - June 30, 2018) from special funds collected or available to the office.

Authorizes 42 permanent full-time positions for the State Treasurer's Office with restrictions on salary increases that cannot exceed fiscal year 2018 appropriated levels without approval from the Department of Finance and Administration.

Appropriates $150,000.00 from the Education Improvement Trust Fund No. 3219 for investing funds and $35,000,000.00 from the Mississippi Prepaid Affordable College Tuition Trust Fund for paying prepaid tuition contract obligations.

Allocates the $4.76 million among three programs: Mississippi Prepaid Affordable College Tuition program ($1,791,221.00), Mississippi Affordable College Savings program ($153,245.00), and Treasury Office Support programs ($2,815,976.00).

Prohibits use of funds for attorney's fees or payments to relatives within the third degree of the employing official, and requires the State Treasurer to maintain detailed accounting and personnel records in the same format as fiscal year 2017.
