Appropriates $1,445,000.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for horticulture research and extension programs at Alcorn State University for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Directs the horticultural research, extension and teaching program to focus on value-added crops that improve health food offerings and increase incomes for small and limited-resource farmers in Mississippi.

Authorizes use of appropriated funds to construct and equip a new Alcorn Experiment Station Greenhouse, including heating and cooling systems, exhaust hoods, and advanced microscopes for fruit, nut and vegetable research.

Takes effect July 1, 2017.
