Authorizes the City of Madison's Mayor and Board of Aldermen to permit golf carts on public roads and streets within subdivided residential neighborhoods in the city.

Defines a golf cart as a motor vehicle manufactured for golf course operation with a maximum speed of 20 miles per hour and equipped with a parking brake.

Prohibits golf cart operation in nonresidential areas, urban interstate highways, urban freeways and expressways, and urban principal or minor arterial streets as defined by the city's comprehensive plan.

Requires any authorization to be recorded in city meeting minutes and permits the governing authorities to impose conditions on the authorization or revoke it at any time.
