Authorizes the City of Biloxi to acquire, lease, purchase, or build internet broadband capacity and related property to deliver municipal services, including free Wi-Fi in public buildings and spaces

Permits Biloxi to own and operate a municipal internet system and network capable of broadband speeds of at least one gigabit per second for uploading and downloading

Allows Biloxi to sell or lease surplus internet property, capacity, and services to local governments, schools, colleges, universities, private businesses, and other third parties, including dark fiber to internet service providers

Enables Biloxi to adopt resolutions, ordinances, and take necessary actions to implement these internet infrastructure purposes

Takes effect upon passage
