Authorizes the City of Biloxi to establish a nonprofit corporation called "Biloxi Biometrics and Cybersecurity Center, Inc." for research, development, manufacturing and marketing of biometrics, nanotechnology, cybernetics, and related technology products.

Grants the city authority to make loans and grants to the nonprofit corporation from federal and state funding sources and from funds arising out of court judgments for economic damages to the city.

Allows the nonprofit corporation to join in forming business ventures, invest in capital stock, and make loans and grants to for-profit and nonprofit entities for education, research and development.

Authorizes the city to acquire and/or construct an approximately 50,000 square-foot facility called "Biloxi Center for Excellence in Biometrics and Cybersecurity Development" to manufacture and develop biometric sensors, nanotechnology products, and related technology.

Grants the Mayor authority to appoint the Board of Directors of the nonprofit corporation, subject to city council confirmation.
