Authorizes the City of Bay St. Louis governing authorities to permit low-speed vehicles and golf carts on public roads and streets with speed limits of 25 mph or less south of U.S. Highway 90 in the Old Town area by ordinance.

Requires operators of low-speed vehicles and golf carts to possess a valid driver's license and proof of financial responsibility as defined under Mississippi Code Section 63-15-1 et seq.

Prohibits operation on U.S. Highway 90 and Mississippi Highway 603 except at six specified signalized intersections: Beach Boulevard, Dunbar Avenue, Main Street/Blue Meadow Road, Drinkwater Road, Washington Street, and Bouslog Street.

Requires registration of low-speed vehicles and golf carts with the city upon payment of a registration fee not to exceed $100.00 and presentation of proof of financial responsibility and valid driver's license; registration remains valid as long as the owner retains the vehicle.

Allows low-speed vehicles and golf carts to operate on permitted parade routes when operated by parade participants.
