Authorizes issuance of up to $10,500,000 in state general obligation bonds to fund construction of Phases 1 and 2 of the Interstate 10 Connector Road in Jackson County, Mississippi

Creates the "Interstate 10 Connector Road Construction Fund" as a special fund within the State Treasury to hold bond proceeds and disburse payments for construction costs

Bonds must be issued before July 1, 2021, and must mature within 25 years from the date of issue

Unused funds remaining four years after bond proceeds are deposited require an accounting to the State Bond Commission; remaining funds after project completion will be applied to bond debt service

Bonds are backed by the full faith and credit of Mississippi, and both the bonds and income from them are exempt from all state taxation
