Mississippi Legislature applies to Congress under Article V of the U.S. Constitution to call a Convention of the States limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Application constitutes a continuing request until legislatures of at least two-thirds of the states submit applications on the same subject.

Congress's role is limited to a ministerial duty of naming a reasonable time and place for the convention; states retain exclusive authority to name delegates, and the convention shall operate on a one-state-one-vote basis.

Convention is restricted to the specified topics and expressly prohibited from considering any amendments that would modify or repeal provisions of the Bill of Rights.

Mississippi delegates are instructed not to support term limits for members of Congress, and the state legislature may provide further instructions to or recall its delegates at any time.
