Directs the Senate and House Medicaid Committees to meet jointly and study the growth in state spending for Mississippi Medicaid, which increased from $763 million in fiscal year 2012 to $948.6 million in the current fiscal year.

Joint committee must evaluate capitated managed care for Medicaid recipients, program integrity and fraud prevention, funding formulas for Medicaid and CHIP, and the Medicaid program in light of potential federal Affordable Care Act changes.

Requires the joint committee to submit written findings and recommendations to all legislators by December 1, 2017, and continue as an ongoing oversight committee thereafter.

Establishes that Senate and House Medicaid Committee chairs serve as co-chairs, requires a majority from each house for a quorum, and mandates testimony from managed care organizations, the State Medical Association, skilled nursing facilities, and the Division of Medicaid.

Authorizes committee members to receive per diem, mileage, and expense compensation from contingent expense funds except during legislative sessions, with expenses payable from House and Senate contingent funds.
