Applies to Congress to call a constitutional convention under Article V limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Directs the House Clerk to transmit copies of the application to Congress, state delegations, and presiding officers of state legislatures, requesting their cooperation in applying for the convention.

Declares this application remains in effect as a continuing application until at least two-thirds of state legislatures submit applications for the same purpose.

Establishes that Congress has only ministerial authority to call the convention and set time/place; Congress cannot determine convention rules, delegate numbers, or delegate selection, which remain exclusively with state legislatures.

Restricts the convention to the specified topics only and prohibits any amendments affecting the Bill of Rights; instructs Mississippi delegates to oppose congressional term limits.
