Mississippi legislature applies to Congress for an Article V Constitutional Convention limited to proposing an amendment requiring federal outlays not exceed estimated federal revenues in non-emergency fiscal years.

Application aggregates with existing balanced budget amendment applications from 27 other states (Alabama, Alaska, Arkansas, Colorado, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maryland, Michigan, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, and West Virginia) to reach the two-thirds state threshold required to call a convention.

Convention authority is limited exclusively to proposing an amendment requiring majority approval from state legislatures before federal debt increases.

Application constitutes a continuing request until two-thirds of state legislatures apply for an equivalently limited amendments convention.

Secretary of State must transmit certified copies to the President of the U.S. Senate, Speaker of the U.S. House, Mississippi's congressional delegation, and presiding officers of all state legislatures.
