Request the Mississippi Development Authority to develop and improve trade relations with Cuba to the extent allowed by state and federal law.

Direct the MDA to conduct a study analyzing current and future trade opportunities to establish Mississippi as the predominant trade partner with Cuba in the region.

Require the MDA to submit written findings to the Senate Economic Development Committee and House Committee on Agriculture by December 1, 2017.

Note that Cuba has imported nearly $15,000,000 annually in food and agricultural products from Mississippi over the past five years, with expected growth.

Emphasize Mississippi's geographic proximity to Cuba (less than 650 miles) and deep-water port capabilities as advantages for expanding trade relations.
