Designates February 21, 2017, as Higher Education Appreciation Day, Working for Academic Excellence (HEADWAE) in Mississippi.

Establishes HEADWAE as an annual event to recognize and honor faculty members and students from Mississippi's public and private universities, colleges, and community colleges for exceptional instructional skills and academic achievement.

Directs the Legislature to extend congratulations and appreciation to all higher education institutions and their selected representatives who exemplify excellence in educational instruction and academic performance.

Requires the resolution to be distributed to HEADWAE Award recipients, all Mississippi public and private universities and colleges, the Board of Trustees of State Institutions of Higher Learning, the Mississippi Board for Community Colleges, the Mississippi Association of Independent Colleges, and the Capitol Press Corps.
