Lecile Harris, born November 6, 1936, in Lake Cormorant, Mississippi, is recognized as one of the most famous rodeo clowns in history and a Pro Rodeo Master Comedian.

Harris created his signature "Walkin and Talkin" act in 1968 in Detroit, Michigan, combining magic, slapstick, and stand-up comedy, and is considered the "Dean of Bullfighters" with 36 years of experience in bull fighting.

In July 2007, Harris was unanimously inducted into the Professional Rodeo Cowboy Association's Hall of Fame in Colorado Springs, Colorado, and has been named Pro Rodeo's Clown of the Year four times.

Beyond rodeo, Harris worked as a session drummer at Memphis Sun and Hi Studios in the 1950s-1960s, appeared regularly on the TV series "HEE HAW" for over five years, and had roles in multiple films including "Walking Tall: Final Chapter" and "W.W. and the Dixie Dancekings."

The resolution designates Lecile Harris as an unofficial "Sports and Comedy Ambassador for the State of Mississippi" effective February 16, 2017.
