The convention operates under one state, one vote basis, with Congress having only ministerial authority to set time and place once two-thirds of state legislatures apply for a similar convention.

Mississippi's Secretary of State shall transmit certified copies to Congress and all state legislatures, and Mississippi may recall its delegates or withdraw the application at any time.
