Recognizes former Mississippi State University quarterback Dak Prescott for being named NFL Offensive Rookie of the Year for 2016-2017 at the NFL Awards Ceremony on February 4, 2017.

Prescott led the Dallas Cowboys to a 13-3 record in his debut season, starting all 16 games with 3,667 passing yards, 23 touchdowns, 4 interceptions, and a 104.9 passer rating.

Prescott also received the Pepsi NFL Rookie of the Year award, voted on by fans and recognized as the official NFL Rookie of the Year trophy since 2002.

Previously won the Conerly Trophy in back-to-back seasons (2014-2015) as the best college football player in Mississippi, the first player to accomplish this feat.

Directs the resolution be presented to Prescott, Mississippi State University leadership, and the Capitol Press Corps.
