Recognizes James Ray Carpenter of Hattiesburg as the 25th President of The PGA of America and ninth honoree of The Legends of The PGA program, honored November 14, 2003.

Acknowledges Carpenter's PGA membership since 1969 and service as PGA President from 1987-1988, including his 2002 induction into the Mississippi Sports Hall of Fame.

Highlights Carpenter's career achievements including serving as Golf Coach and Course Superintendent at University of Southern Mississippi, where his golf teams never had a losing season.

Credits Carpenter's PGA presidency with establishing Professional Golf Management (PGM) program curriculum at two universities, which expanded to 14 colleges and universities nationwide, and his leadership of six national committees.

Notes Carpenter's service on The PGA Rules Committee for major golf tournaments including the PGA Championship, Ryder Cup Matches, Masters, U.S. Open, and The Players Championship.
