Authorizes the State Bond Commission to issue up to $1,300,000 in general obligation bonds to fund the Delta Blues Museum in Clarksdale, Mississippi.

Bond proceeds will be used for acquiring, storing, and relocating artifacts and designing, fabricating, and installing permanent exhibits, including films and interactive components.

Creates a special "2018 Delta Blues Museum Fund" in the State Treasury to receive bond proceeds and disburse funds under the Department of Finance and Administration's discretion.

Bonds must be issued by July 1, 2022, and may mature up to 25 years from issuance with interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from state taxation.
