Creates new Section 65-43-5.1 to allow toll roads and bridges as an additional funding method for expansion, reconstruction, replacement, or improvement of existing roadways, highways, or bridges under Mississippi Transportation Commission, county boards of supervisors, or municipal authorities, provided the project is part of a federal tolling program or pilot program.

Authorizes governmental entities to contract with private companies for designing, financing, constructing, operating, and maintaining toll roads and toll bridges where alternate untolled routes exist, with contracts not to exceed 50 years and subject to competitive procurement requirements.

Prohibits contracts with foreign terrorist organizations, entities controlled by such organizations, or foreign persons if such contracts would violate the Committee on Foreign Investment in the United States orders under the Foreign Investment and National Security Act of 2007.

Establishes that toll collection must cease upon expiration, termination, or rescission of any contract, and all rights and interests in the infrastructure automatically revert to the State of Mississippi or contracting governmental entity.

Brings forward existing Sections 65-43-1 through 65-43-39 regarding authority to construct and operate toll roads and bridges, revenue bonding procedures, bond issuance processes, and enforcement of toll collection; effective July 1, 2018.
