Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist the Winona Municipal Separate School District with repair, renovation, upgrades, and improvements to district schools and related facilities.

Establishes a special fund called the "2018 Winona Municipal Separate School District Improvements Fund" within the State Treasury to receive and disburse bond proceeds for the authorized projects.

Requires the State Bond Commission to manage bond issuance, determine sale methods, advertise for bids, and handle all aspects of the bond sale and delivery.

Pledges the full faith and credit of the State of Mississippi to back the bonds, with any shortfall in debt service payments to be covered from the State Treasury.

Prohibits bond issuance after July 1, 2022, and exempts the bonds and income from all Mississippi state taxation.
