Requires private providers for the Mississippi Virtual Public School Program to be selected through the Mississippi Online Learning Application Process instead of a competitive RFP process.

Grants the State Department of Education final approval authority over all coursework and policy related to the Mississippi Virtual Public School.

Establishes that the Mississippi Virtual Public School must be recognized as a public school with equitable treatment and resources as other public schools in the state.

Requires all teachers in the virtual school program to meet Mississippi state licensure qualifications and allows enrollment of any student meeting state residency requirements at no charge.

Takes effect July 1, 2018.
