Establishes the Office of Shared Services (OSS) within the Department of Finance and Administration to serve as a central business office for 13 specified regulatory boards and commissions, with phased-in implementation beginning July 1, 2018 and complete transition by July 1, 2019.

Grants OSS authority over administrative functions including accounting, human resources, information technology, payroll, travel, purchasing, facilities, and reception services for select agencies.

Requires OSS to develop an implementation plan identifying positions and contracts to be eliminated or transferred, and to establish a fee structure to recover direct and indirect costs from participating agencies.

Mandates the Department of Finance and Administration report to legislative committees during the 2019 session detailing implementation costs, projected savings, and any technical recommendations regarding the OSS.

Applies OSS authority to 13 agencies including the Athletic Commission, Motor Vehicle Commission, Board of Nursing Home Administrators, Board of Psychology, and other professional licensing boards.
