Allows state agencies to charge each other for Mississippi Management and Reporting Systems (MMRS) statewide application charges and utilities, creating an exception to the general prohibition on inter-agency fees.

Removes the Department of Finance and Administration from the list of state agencies required to be funded through appropriations from the State General Fund.

Maintains existing exemptions for charges between state agencies and higher education institutions, community colleges, and the State Department of Education.

Takes effect July 1, 2018.
