Requires school boards to have teachers lead students in reciting the Pledge of Allegiance to the United States flag at the beginning of the first hour of class each school day, effective July 1, 2018.

Imposes a fine of $1,500.00 per violation on school districts found not in compliance with the daily pledge requirement.

Mandates fines be paid by local school districts from local funds (not federal, state, or Mississippi Adequate Education Program funds) within 30 days of receiving notice of violation.

Allows students and teachers to opt out of reciting the pledge without penalty.

Requires fifth grade students receive instruction in flag etiquette, proper flag display, respect for the flag, and patriotic exercises as part of social studies or history curriculum.
