Increases first offense penalty for delivering, selling, possessing with intent to deliver/sell, or manufacturing with intent to deliver/sell drug paraphernalia from $500 to $1,000 fine and up to 6 months county jail.

Establishes second offense as misdemeanor with mandatory 6 months to 1 year county jail and $1,000 to $10,000 fine.

Makes third or subsequent offense a felony punishable by 5 to 10 years in Department of Corrections and $10,000 to $100,000 fine.

Increases penalty for advertising paraphernalia in publications from $500 to $1,000 fine and up to 6 months county jail.

Effective July 1, 2018.
