Authorizes persons with enhanced firearms licenses to carry firearms on public property, except in places of nuisance, law enforcement stations, detention facilities, and locations prohibited by federal law.

Prohibits rules, regulations, policies, or posted notices that restrict enhanced carry locations beyond those specified in law; allows permit holders to sue for declaratory and injunctive relief with Attorney General notification required first.

Revises the Mississippi Church Protection Act to allow churches to establish security programs where designated members can carry firearms to protect congregations and church-sponsored events off-campus, with civil immunity protections.

Adds church security program members as eligible persons under the enhanced carry law if they complete required firearms training and permits, and allows certified law enforcement officers to participate in church security programs.

Effective July 1, 2018.
